Kelly McElhaney brings more than 20 years of experience in healthcare, policy advocacy, and strategic engagement to AxAdvocacy. As a Senior Advisor, she advises clients on state and federal policy strategy with a focus on healthcare access, coalition building, strategic communications, and regulatory reform.

A Certified Critical Care Registered Nurse (CCRN), Kelly combines clinical credibility with deep policy insight to help clients navigate complex legislative and regulatory environments. Her background includes work in medical device reimbursement, healthcare consulting, and grassroots political leadership.

A former congressional campaign manager and longtime political strategist, Kelly has led advocacy efforts at the state and federal level on issues ranging from healthcare modernization to appropriations and pro-growth economic policy. She is also a small business owner who has served on a regional rural revitalization board, advocating for investment and opportunity in underserved communities.
